NOTICE OF PUBLIC MEETING
NOTIFICACIÓN DE REUNIÓN PÚBLICA

JULY 8, 2020

NOTICE is hereby given that the Board of Directors of Montgomery County Municipal Utility District No. 8 (the “District”) of Montgomery County, Texas will meet in regular session, open to the public, on WEDNESDAY, JULY 8, 2020, at 9:00 A.M, via video and telephone conference call pursuant to Texas Government Code, Section 551.125, as amended, and as modified by the temporary suspension of various provisions thereof effective March 16, 2020, by the Governor of Texas in accordance with the Texas Disaster Act of 1975, all as related to the Governor’s proclamation on March 13, 2020, certifying that the COVID-19 pandemic poses an imminent threat of disaster and declaring a state of disaster for all counties in Texas. The Conference ID is 149 109 5227# and the password is 016228. All members of the public may participate in the meeting via video conference or telephone conference call, at which meeting the following items will be discussed:

1. Consideration of public comments (public comment shall be limited to 3 minutes per member of the public);

2. Approve minutes of May 22, 2020 special meeting and June 10, 2020 regular meeting;

3. Tax Assessor/Collector’s Report, including review of collection report;

4. Bookkeeper’s Report, including:
a. review and approve financial reports;
b. review cash flows;
c. authorize payment of bills; and
d. authorize filing of Texas Unclaimed Property Report, if necessary;

5. Engineer’s Report, including:
a. status of Wastewater Treatment Plant Improvement Project;
b. status of design of Drainage Improvements Project, Phase II;
c. status of Hydropneumatic Tank No. 1 Replacement at Water Plant No. 1, including authorize execution of construction contract and authorize Engineer to issue notice to proceed as approved, subject to Attorney review; and
d. status of Buckingham Water Plant Improvements Project;

6. Operator’s Report, including:
a. review monthly water and wastewater operations, including discuss options for removal of large solids (rags);
b. report on delinquent accounts and discuss suspension of service terminations;
c. review Catahoula operations;
d. review Ground Water Reduction Plan Monthly Operations Report;
e. review status of Water Plant inspection punch list items; and
f. status of valve location project;

7. Discuss Emergency Preparedness Plan, including changes required by the America’s Water Infrastructure Act;

8. Miscellaneous Reports, including updates on:
a. Walden Community Improvement Association (“WCIA”);
b. Montgomery County Municipal Utility District No. 9 (“MUD 9”) meetings; and
c. Lone Star Groundwater Conservation District meetings;

9. Update on District’s website and communications services;

10. Status of Water Smart program application, including approval of Resolution Approving Submittal of 2021 Water Smart Application for Inclusion in Association of Water Board Directors (“AWBD”) Water Smart Partners Program;

11. Update on implementation of service fee for statement billing and take any necessary actions on same;

12. Update on policies related to the delegation of authority and take any necessary actions on same;

13. Review District’s Ethics Policy and expense reimbursements; amend if necessary;

14. Discuss AWBD’s Trustee Election and take any necessary actions on same;

15. Attorney’s Report, including:
a. update on acquisition of easements necessary for drainage improvements and take any necessary actions on same;
b. update on agreement with MUD 9 for financing, construction and operation of drainage improvements and take any necessary actions on same;
c. update on status of conveyance of property to WCIA;
d. update on matters related to the District’s Groundwater Reduction Plan Facilities; and
e. review insurance claims for damages related to wastewater backflow and take any necessary actions on same;

16. Executive Session, as necessary;
a. as may be permitted by Sec. 551.072, Texas Gov’t Code, concerning real estate, security, litigation, or matters involving attorney-client privilege;
b. reconvene in Open Session; and
c. vote on matters discussed in Executive Session, if any.
