NOTICE OF PUBLIC MEETING
NOTIFICACIÓN DE REUNIÓN PÚBLICA

NOTICE is hereby given that the Board of Directors of Montgomery County Municipal Utility District No. 8 (the “District”) of Montgomery County, Texas will meet in regular session, open to the public, on WEDNESDAY, AUGUST 12, 2020, at 9:00 A.M, via video and telephone conference call pursuant to Texas Government Code, Section 551.125, as amended, and as modified by the temporary suspension of various provisions thereof effective March 16, 2020, by the Governor of Texas in accordance with the Texas Disaster Act of 1975, all as related to the Governor’s proclamation on March 13, 2020, certifying that the COVID-19 pandemic poses an imminent threat of disaster and declaring a state of disaster for all counties in Texas. The Conference ID is 785 439 4780# and the password is 77356. All members of the public may participate in the meeting via video conference or telephone conference call, at which meeting the following items will be discussed:

1. Consideration of public comments (public comment shall be limited to 3 minutes per member of the public);

2. Approve minutes of May 22, 2020 special meeting and July 8, 2020 regular meeting;

3. Financial Advisor’s Report, including:
a. review proposed debt service tax rate and operations & maintenance tax rate calculations;
b. authorize publication of recommended tax rate; and
c. schedule date for public hearing to set rate and levy tax for 2020;

4. Tax Assessor/Collector’s Report, including:
a. review of collection report;
b. review Delinquent Tax Report, including recommendations for termination of water and sewer service to delinquent taxpayers;
c. update on notices regarding termination of delinquent tax accounts; and
d. set public hearing for termination of delinquent tax accounts;

5. Bookkeeper’s Report, including:
a. review and approve financial reports;
b. review cash flows;
c. authorize payment of bills;
d. authorize filing of Texas Unclaimed Property Report, if necessary; and
e. review and approve Quarterly Investment Report (2nd quarter 2020);

6. Engineer’s Report, including:
a. status of Wastewater Treatment Plant Improvement Project, including approval of easement to Entergy;
b. status of design of Drainage Improvements Project, Phase II, including authorization for solicitation of bids;
c. status of Hydropneumatic Tank No. 1 Replacement at Water Plant No. 1;
d. status of Buckingham Water Plant Improvements Project; and
e. discuss Risk and Resilience Assessment required by Environmental Protection Agency and take any necessary actions on same;

7. Operator’s Report, including:
a. review monthly water and wastewater operations, including discuss options for removal of large solids (rags);
b. report on delinquent accounts and discuss suspension of service terminations;
c. review Catahoula operations;
d. review Ground Water Reduction Plan Monthly Operations Report;
e. status of valve location project; and
f. update on tree limb removal at Poe Water Treatment Plant and take any necessary actions on same;

8. Miscellaneous Reports, including updates on:
a. Walden Community Improvement Association (“WCIA”);
b. MUD 9 meetings; and
c. Lone Star Groundwater Conservation District meetings;

9. Update on District’s website and communications services;

10. Update on implementation of service fee for statement billing and take any necessary actions on same;

11. Update on resolution delegating authority to certain directors acting on behalf of the District and take any necessary actions on same;

12. Attorney’s Report, including:
a. update on agreement with MUD 9 for financing, construction and operation of drainage improvements and take any necessary actions on same;
b. update on matters related to the District’s Groundwater Reduction Plan Facilities;
c. update on status of conveyance of property to WCIA; and
d. update on insurance claims for damages related to wastewater backflow and take any necessary actions on same; and

13. Executive Session, as necessary;
a. as may be permitted by Sec. 551.072, Texas Gov’t Code, concerning real estate, security, litigation, or matters involving attorney-client privilege;
b. reconvene in Open Session; and
c. vote on matters discussed in Executive Session, if any.
