NOTICE OF PUBLIC MEETING
NOTIFICACIÓN DE REUNIÓN PÚBLICA

OCTOBER 14, 2020

NOTICE is hereby given that the Board of Directors of Montgomery County Municipal Utility District No. 8 (the “District”) of Montgomery County, Texas will meet in regular session, open to the public, on WEDNESDAY, OCTOBER 14, 2020, at 9:00 A.M, via video and telephone conference call pursuant to Texas Government Code, Section 551.125, as amended, and as modified by the temporary suspension of various provisions thereof effective March 16, 2020, by the Governor of Texas in accordance with the Texas Disaster Act of 1975, all as related to the Governor’s proclamation on March 13, 2020, certifying that the COVID-19 pandemic poses an imminent threat of disaster and declaring a state of disaster for all counties in Texas. All members of the public may participate in the meeting via video conference or telephone conference call, at which meeting the following items will be discussed:

1. Consideration of public comments (public comment shall be limited to 3 minutes per member of the public);

2. Approve minutes of September 9, 2020 regular meeting;

3. Tax Assessor/Collector’s Report, including:
a. review of collection report;
b. review Delinquent Tax Report, including recommendations for termination of water and sewer service to delinquent taxpayers; and
c. conduct hearing on termination of service for failure to pay taxes;

4. Bookkeeper’s Report, including:
a. review and approve financial reports;
b. review cash flows;
c. authorize payment of bills; and
d. discuss engagement of Mark Burton to prepare District financial statements to comply with SAS 115 requirements;

5. Annual review of Investment Policy;

6. Review and approve Amended List of Authorized Brokers;

7. Engineer’s Report, including:
a. status of Wastewater Treatment Plant Improvement Project;
b. status of Drainage Improvements Project, Phase II, including review bids for award of contract, authorize preparation of construction contract, authorize execution of construction contract, and authorize Engineer to issue notice to proceed as approved, subject to Attorney review;
c. status of Hydropneumatic Tank No. 1 Replacement at Water Plant No. 1;
d. status of Montgomery County Municipal Utility District No. 9 (“MUD 9”) Buckingham Water Plant Improvements Project; and
e. discuss Risk and Resilience Assessment required by Environmental Protection Agency;

8. Operator’s Report, including:
a. review monthly water and wastewater operations, including discuss options for removal of large solids (rags);
b. report on delinquent accounts and discuss suspension of service terminations;
c. review Catahoula operations, including Authorize submittal of Application to Amend Alternative Water Source (AWS) Production Permit and Jasper Water Well Production Permit to Lone Star Groundwater Conservation District (“LSGCD”);
d. review Ground Water Reduction Plan Monthly Operations Report; and
e. status of valve location project;

9. Miscellaneous Reports, including updates on:
a. Walden Community Improvement Association (“WCIA”);
b. MUD 9 meetings; and
c. Lone Star Groundwater Conservation District meetings;

10. Update on District’s website and communications services;

11. Update on incentives to increase use of e-statements billing, and take any necessary actions on same;

12. Annual review of Rate Order, amend as necessary;

13. Authorize attendance at 2020 Gulf Coast Water Conservation Symposium;

14. Attorney’s Report, including:
a. update on agreement with MUD 9 for financing, construction and operation of drainage improvements and take any necessary actions on same;
b. update on matters related to the District’s Groundwater Reduction Plan Facilities; and
c. update on status of conveyance of property to WCIA; and

15. Executive Session, as necessary;
a. as may be permitted by Sec. 551.072, Texas Gov’t Code, concerning real estate, security, litigation, or matters involving attorney-client privilege;
b. reconvene in Open Session; and
c. vote on matters discussed in Executive Session, if any.
